现职领导干部退出领导岗位改任非领导职务的在各级领导干部队伍当中占有着一定比例,如何通过有效举措更好地调动这批领导干部的工作积极性和发挥他们特长服务社会,已成为党的干部队伍建设值得探讨的命题。浙江奉化自2012年起,探索建立调研员“创业助理”制度服务创业创新团队,创新领导使用新机制、新理念,让“退居二线”的领导干部浮出“水面”有所为,进一步发挥退二线领导余热,为推进经济社会发展添砖加瓦。
