长江三峡工程是1992年4月由全国人民代表大会专项审议批准的我国迄今最大的工程建设项目,也是当今世界上最大的水利水电工程。党和国家领导人多次到三峡地区进行实地考察,直接关怀三峡工程的建设。 大江截流在即,三峡库区一期水位线以下的地区将被淹没。三峡工程最牵动人心的是百万移民。历时十多年,搬迁百万多,这在历史上都是没有先例的。离开祖祖辈辈的栖息地,后靠的又是土地贫瘠的高山陡坡,移民往哪里搬?他们将来的生存条件怎样?难处确实很大。所以有这样一个说法:三峡工程成败的关键在移民。而这句话的背后,又是有着许多沉甸甸、说不尽的内容的。 最初站在三峡移民第一线的是四川和湖北两个省份。而当八届全国人大五次会议通过了国务院关于提请审议设立重庆直辖市的议案,重庆直辖市及其所辖万县市、涪陵市和黔江地区成了移民任务最重的区域。重庆市面临的一项重要任务就是要促进三峡工程建设并统一规划、妥善安置好库区移民。 有一个将自己工作和命运与库区人民联系在一起的人,在1996年12月23日到重庆市出任副市长,他就是原四川省分管移民工作的副省长甘宇平。从副省长到副市长,甘宇平做的还是移民工作。他说三峡库区他走过70多趟。他说移民的命运牵动着他的心弦。

However, when the Fifth Session of the Eighth National People’s Congress passed the resolution of the State Council on deliberating on the establishment of a municipality directly under the central government, Chongqing Municipality and its districts Wanxian, Fuling and Qianjiang became the regions most heavily involved in immigration. An important task facing Chongqing Municipality is to promote the construction of the Three Gorges Project and make unified plans so that resettlers in the reservoir area will be properly settled. A man who linked his work and destiny to the people in the reservoir area came to Chongqing as deputy mayor on December 23, 1996. He was former vice governor of Sichuan Province, Gan Yuping, in charge of immigration. From the vice governor to the deputy mayor, Gan Yu-ping is still doing immigration work. He said he has traveled more than 70 times in the Three Gorges reservoir area. He said the fate of immigrants touched his heart.
