我国是洪涝灾害严重的国家,为了保障人民生命时产的安全和国民经济的顺利发展,国家历表十分重视防洪工作和防洪工程的建设。防洪的关键是制订合适的防洪标准,以利正确处理防洪安全与经济的关系。考虑防洪标准是表示防护对象防洪安全程度,是进行防洪工程规划、设计的最重要的标准和尺度,需要由国家统一制订一项包括各类主要防护对象在内的防洪标准,做为我国洪涝灾害严重的地区及国民经济各部门进行防洪工程建设的基本依据。为此,国家计委于1987年下达了国家标准《防洪标准》的编制任务,委托水利部负责该项标准的主编工作,水利水电规划设计总院会同黄河水利委员会等九个单位共同承担了具体的编制工作。在标准的编制过程中,编制组进行了广泛的调查研究,认真总结吸取了我国几十年来在防洪工程建设中的经验和教训,同时还参考了有关的国际标准和国外先进标准,并多次征求各方面专家的意见。经过五年多的艰苦努力,编制组于1992年12月提出了《防洪标准》送审稿,并通过了审查。根据审查意见修改后形成的《防洪标准》报批稿,经水利部和建设部共同复审,建设部将会同国家技术监督局在年内联合发布。为了满足有关部门和广大读者尽早贯彻、实施《防洪标准》的迫切需要,本刊特将《防洪标准》报批稿介绍给大家。

According to the review opinions, the revised draft for approval of flood control standards will be submitted to the Ministry of Water Resources for review jointly with the Ministry of Construction. The Ministry of Construction will jointly issue the draft with the State Bureau of Technical Supervision during the year. In order to meet the urgent needs of relevant departments and readers at large and to implement the “flood control standards,” we hereby introduce the Draft Approval Standards for Flood Control to everyone.
