[热点材料]2004年9月19日,十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,深刻阐述了加强党的执政能力建设的重要性和紧迫性,全面总结了55年来党执政的六条主要经验,明确提出了加强党的执政能力建设的指导思想、总体目标和主要任务。《决定》强调,党要不断提高驾驭社会主义市场经济的能力、发展社会主义民主政治的能力、建没社会主义先进文化的能力、构建社会主义和谐社会的能力、应对国际局势和处理国际事务的能力,成为始终做到“三个代表”、永远保持先进性、经得住各种风浪考验的马克思主义执政党。《决定》是新时期加强党的执政能力建设的重要纲领。 [考点透析] 1.与政治常识的结合点 (1)中国共产党是我国的执政党,是中国特色社会
[Spot material] On September 19, 2004, the “Decision of the Central Committee of the CPC on Strengthening the Construction of the Party’s Ruling Capacity” passed by the Fourth Plenary Session of the 16th CPC Central Committee profoundly expounded the importance and urgency of strengthening the construction of the party’s ability to govern. The six main experiences of the party’s governance in the past 55 years have been summarized, and the guiding ideology, overall goals, and main tasks for strengthening the party’s ability to govern have been clearly put forward. The “Decision” emphasizes that the party must continuously improve its ability to control the socialist market economy, develop socialist democratic politics, build the capacity for advanced socialist culture, build a socialist harmonious society, respond to international situations, and handle international affairs. Ability has become a Marxist ruling party that has always been able to achieve “three represents,” maintain its advanced nature, and stand the test of all kinds of storms.
