有计划有步骤地出售国有小型企业产权,是调整所有制结构和深化企业改革的一项重要内容。为了积极稳妥地推进国有小企业产权的出售工作,特制定本办法。一、本办法所指的国有小企业的划分标准,原则上按照国务院1984年9月18日批转财政部《国营企业第二步利改税试行办法》中关于国营小企业的标准划分。二、出售国有企业产权,应由各级政府的国有资产管理部门负责。在目前尚未建立国有资产管理部门的地方,哪些小企业产权需要出售,应按照企业隶属关系,由财政部门会同企业主管部门报同级政府作出决定,事先应征求企业经营者和职工代表大会的意见,做好职工的思想工作,减少不必要的震荡和损失。
