中共中央1986年1号文件中指出:“建立必要的劳动积累制度,完善互助互补,协作兴办农田建设……。”唐山市人民政府关于农田水利基本建设的安排意见中要求“农村每年每个劳动力要投入10～15个水利劳动积累工”。为了解农村对水利劳动积累工的落实情况,我们在全市平原、山区、洼地、沙地中选择37个乡(镇)和所属一个村,进行了调查。调查的内容是,1986年劳动积累工筹集数量、使用方法和效果以及1987年安排意见。力图通过调查、总结经验、找出问题,进而推动工作。现把筹集劳动积累工的数量、方法、效果等简述如下:
