抗美援朝开始后,黑龙江省委、省政府应志愿军后勤部的要求,组织省市机关干部放下工作为志愿军炒面。当时机关工作人员较少,省委机关和省工会、青年团、妇联群众团体,总共才有200多人,要承担紧张的动员新兵支前、地方政权建设、安定社会秩序、恢复生产等工作。为了分担省市领导机关炒面任务,青年团黑龙江省委组织了专业炒面义务劳动队,完成了紧迫的炒面支前工作。
