中央根据建国三十年来的经验教训,一再强调,一定要按照经济规律办事,用经济办法管理经济。公路的管理、养护和建设,虽不同于一般企业,但仍属于经济范畴,当然也应该按经济规律办事,用经济办法管理它。对此,我想不会有太大的意见分歧。可是正是在这个最关重要的问题上,即怎样用经济办法管理公路这个问题上,好象还没有引起广泛的注意。这个问题不解决,即使有了现代化的筑路和养护机械设备,有了大量的资金来源,也不可能真正发挥作用,从而影响公路现代化的实现。那么,怎样用经济办法管理公路呢?
In accordance with the experiences and lessons learned from the founding of the People’s Republic of China over the past 30 years, the Central Government has repeatedly stressed: We must act in accordance with economic laws and use economic methods to manage the economy. Although the management, maintenance and construction of highways are different from those of ordinary enterprises, they still belong to the economic category. Of course, they should also follow the economic laws and manage them economically. In this regard, I do not think there is too much difference of opinion. However, it is on this most crucial issue, that is, how to manage the highway by economic means, but it seems that it has not drawn much attention yet. This problem can not be solved. Even with the modern road construction and maintenance machinery and equipment, a large amount of financial resources can not really make a difference and thus affect the realization of highway modernization. So, how to manage the road by economic means?
