王楊于副主席: 現將我縣土地調整工作的進行程度及現有情況,作以下報告: 一、初步開始:我縣調整土地等級試點工作是在縣第四屆人代會以後開始進行的。在縣人代會九月十一日結束後,即將各區副區長留縣,召集了各區農業助理員共三十四人,由九月十二日到十三日兩天時間集中學習了‘東北區統一調整農業稅土地等級實施試行方案’,並結合討論了各區土質及常年平均產量,按各區共劃分爲四等:
