保税区在我国是一种年轻的经济形态，其运作方式、运行状态、发展趋势一直受到世人关注。作为我国内地第一家也是规模最大的一家保税区——外高桥保税区自然格外引人瞩目。就在我国即将加入WTO之际，外高桥保税区以创下五个第一的佳绩迎来十年发展的回顾与展望。他们在展示成就的同时，更注重认清形势，放眼未来，满怀信心地迎接新挑战，抓住新机遇，求得新发展。本刊集中发表中国开发区协会、上海浦东新区、外高桥保税区管委会有关领导以及区内中外企业的文章，让读者对外高桥保税区的建设历程、发展潜力、功能定位有一个系统的、立体的、清楚的了解，从而推动保税区事业在我国加入WTO以后以更快的速度和更高的质量持续发展，提升参与国际竞争的能力。
Free Trade Zone in our country is a young economic form, its mode of operation, operating status, development trends have been the world’s attention.
