本文全面研究和分析了当前国内外的经济形势,及新一届政府、人民对环境改善的期盼,指出以水环境及水治理为主的水利基础设施项目将成为未来固定资产投资的重点,我们必须抓住这一历史机遇。同时,本文亦分析了新形势下水利项目的特点,即具有较大不确定性、落地慢、风险大、周期短、前期基础资料不全及设计工作量大等特点。最后,本文指出,为适应水利基础设施项目的特点,我们必须不断改进和完善适合水利基础设施项目的全面质量管理体系,及该质量管理体系应遵守的原则及具有的特点。
This paper comprehensively studies and analyzes the current economic situation at home and abroad, as well as the expectation of the new government and people on improving the environment. It points out that the water conservancy infrastructure project focusing on water environment and water management will become the focus of investment in fixed assets in the future. We must seize this historic opportunity. At the same time, this paper also analyzes the characteristics of water conservancy projects in the new situation, which is characterized by large uncertainty, slow landing, high risk, short cycle, incomplete basic information and large design workload. Finally, this paper points out that in order to adapt to the characteristics of water conservancy infrastructure projects, we must continuously improve and perfect the total quality management system suitable for water conservancy infrastructure projects, and the principles and characteristics that the quality management system should abide by.
