本刊自一九七九年第四期起,先后组织了“上海经济的现状和问题”及“建设一个什么样的上海”的专题讨论,共发表了成百篇学术论文、调查报告和建议,就上海的经济建设和发展方向,“提出了一些很好的见解,对制定全市调整方案很有帮助。”(见本刊1981年第二期上海市副市长陈锦华同志文) 今年,是国民经济进二步调整极其重要的一年,如何结合经济调整工作的进行,结合上海市情,认真讨论上海长远规划的蓝图,是当前学术界人士、实际工作者面临的一个重要课题。我们热切地希望有关方面人士能在前一阶段讨论的基础上,从上海长远规划总的目标以及经济发展、城市发展、社会发展等方面,继续解放思想,发表自己的宝贵意见,为把上海建设得更加合理,为上海在我国实现四化建设中贡献更大的力量而出谋献策,竭尽自己的一份力量。 这期,我们首先发表了沈峻坡等四位同志整理的有关这方面的各种见解,作为这一个专题讨论的开端。希望专家、学者、实际工作者和广大读者,踊跃来稿,参加讨论,集思广益,以有助于市政领导制定上海今后宏伟发展方案的参考。

We sincerely hope that people from relevant sectors can continue to emancipate their minds and express their valuable opinions on the general objectives of long-term planning of Shanghai as well as economic development, urban development and social development on the basis of the discussions in the previous stage. In order to build Shanghai It is more reasonable and gives some advice and contributions to Shanghai’s efforts to make greater contribution to the realization of the four modernizations in our country and tries its best to make its own contribution. During this period, we first published various opinions on this issue compiled by four comrades, such as Shen Junpo, as the beginning of this thematic discussion. We hope that experts, scholars, practitioners and readers will enthusiastically contribute manuscripts and participate in discussions and brainstorming so as to help municipal leaders to draw up a reference for the magnificent development plan of Shanghai in the future.
