为了分析中国的物质资源利用情况在国际上所处的位置,利用物质流分析方法,选取中国国内资源开采量(DEU)和相应的资源生产率(RP)为指标,研究了16个不同经济发展水平国家的资源利用情况,归纳出5种不同的资源利用特征,并将DEU与经济发展、资源生产率与能源消耗强度进行关联分析。分析结果显示:中国的DEU总量大,基于DEU的资源利用效率较低(2007年RP为0.26 USD/kg),资源的利用与经济发展和能源消耗紧密相关。结合国际上其他国家的发展经验,提出调整产业结构、转移资源压力、建立循环经济评价指标与核算制度等政策建议。
In order to analyze the international application of material resources in China, this paper uses the material flow analysis method to select China’s domestic resource exploitation (DEU) and corresponding resource productivity (RP) as an indicator to study the impact of 16 different economic development levels According to the national resource utilization, five different characteristics of resource utilization are summarized, and DEU is also associated with economic development, resource productivity and energy consumption intensity. The results of the analysis show that the total amount of DEUs in China is large, the resource utilization efficiency based on DEU is relatively low (RP is 0.26 USD / kg in 2007), and the utilization of resources is closely related to economic development and energy consumption. In combination with the development experience of other countries in the world, we put forward policy suggestions on adjusting the industrial structure, shifting the pressure of resources and establishing the evaluation index and accounting system of circular economy.
