本文按系统论、信息论、控制论的原理分析了影响车辆检修、运用系统安全运行的主要原因;提出应全面恢复和进一步完善车统—83(列车技术检查质量保证书)的使用。并就列车队修和定期检修的相互控制问题、车统—83的填写传递处理及几个及恢复使用车统—83相关的问题做了具体阐述。认为车统—83的恢复使用和完善必将带来人员素质和车辆质量的大提高。
This paper analyzes the main reasons that affect the vehicle maintenance and safe operation of the system according to the principles of system theory, information theory and cybernetics. It proposes that the use of Vehicle System Inspection-Quality Assurance Certificate should be fully restored and further improved. And elaborated on the mutual control of the train team and regular maintenance, the process of completing the delivery of the vehicle system and several issues related to the restoration and use of the vehicle system. That the car system -83 to restore the use and improvement will bring about a great improvement in the quality of personnel and vehicle quality.
