北京市基本医疗保险从2001年以来取得很大的成绩,但相对于人民群众的医疗需求,还有一定的距离,如基本医疗保险保障对象狭窄;基本医疗保险制度对医疗服务提供者控制力度不够;基本医疗保险制度功能部分缺失等。北京市政府应通过扩大基本医疗保险覆盖率;农村合作医疗的完善;“大病进医院,小病进社区”的就医目标;加大对大中小学学生的保障;单病种付费等办法,促进北京市基本医疗保险的发展。
