民办非企业单位是指企事业单位、社会团体和其他社会力量及公民个人利用非国有资产举办的,从事非营利性社会服务活动的社会组织。科技类民办非企业单位是主要利用非国有资产兴办,不以营利为目的,专门从事科学研究与技术开发、成果转让、科技咨询与服务、科技成果评估及科学技术知识传播和普及等业务的社会组织。1998年10月25日,国务院发布实施了《民办非企业单位登记管理暂行条例》;1999年12月28日,民政部发布施行了《民办非企业单位登记暂行办法》,这些都成为民办非企业单位生存发展的法规和规章。
Private non-enterprise units refer to social organizations engaged in non-profit social service activities organized by enterprises, public institutions, social groups and other social forces and individual citizens using non-state-owned assets. Non-state-owned and non-public sectors of science and technology are mainly non-state-owned non-profit-making enterprises. They are not specialized in profit-making. They specialize in such fields as scientific research and technology development, transfer of achievements, scientific and technological consulting and services, assessment of scientific and technological achievements, dissemination and popularization of scientific and technological knowledge organization. On October 25, 1998, the State Council promulgated and implemented the Interim Regulations on the Registration and Management of Private-owned Non-enterprise Units. On December 28, 1999, the Ministry of Civil Affairs promulgated and implemented the Interim Measures for the Registration of Private-owned Non-enterprise Units, all of which became private non- The regulations and rules for the survival and development of the unit.
