智库(Think Tank),为公共政策决策“出思想,做判断,指方向”的现代型智囊机构,是西方社会国家软实力的重要标志,也是中国等新兴大国崛起的智慧源泉。据最新发布的《全球智库发展报告2014》显示,2014年全球智库总数达6681家,中国智库的数量位居第二。然而,现实却是我国智库存在多而不强、大而不精、独立性缺失、公信力不足、缺乏国际影响力等问题。建成中国特色新型智库,是中国走向世界的智慧动力。
Think Tank, a modern think-tank for making public policy decisions, “out of mind, making judgments, and pointing to directions,” is an important symbol of the soft power of the state in Western societies and a source of wisdom for the rise of emerging powers such as China. According to the latest Global Think Tank Development Report 2014, the total number of global think tanks reached 6,681 in 2014 and the number of Chinese think tanks ranked second. However, the reality is that there are many problems in our country, such as being weak, not big, not good, lack of independence, lack of credibility and lack of international influence. Building a new type of think tank with Chinese characteristics is the wisdom power to move China to the world.
