本文通过对民航非税收入在我国民航业发展中的积极作用和管理中存在的问题的分析,提出建立健全民航非税收入管理体系具体对策的政策和理论依据,借鉴国际上成功的经验,结合我国民航业的实际情况,按照公共财政的要求,确立了规范民航非税收入管理体系的基本思路,提出了改进民航非税收入管理的具体对策建议。
Based on the analysis of the positive role of non-tax revenue of civil aviation in the development of China’s civil aviation industry and the existing problems in its management, this paper puts forward the policy and theoretical basis for establishing and improving the non-tax revenue management system of civil aviation, and draws on the successful international experience The actual situation of China’s civil aviation industry, in accordance with the requirements of public finance, established the basic idea of regulating the non-tax revenue management system of civil aviation, and put forward specific countermeasures and suggestions for improving non-tax revenue management of civil aviation.
