国有企业改革20多年的历史,我认为应该划分为三个阶段:第一阶段是国营企业的改革,国家所有制的经营,计划经济的改革。第二,国有企业的改革,就是计划经济以后国家控制这些企业,但是好多决策的权利已经下放到企业本身。现在已经真正到了国有资产的改革,国家拥有资产不一定拥有企业,国家更多是从资产的价值形态来考虑,而不是控制权的考虑。所以我觉得下一步做的应该是怎么能够真正不存在国有企业,但是存在国有资产。
The history of the reform of state-owned enterprises for more than 20 years I believe should be divided into three stages: The first stage is the reform of state-owned enterprises, the management of state ownership, and the reform of planned economy. Second, the reform of state-owned enterprises means that the state controls these enterprises after the planned economy, but many decision-making rights have been delegated to the enterprises themselves. Now that the state-owned assets have been truly reformed, the state owns assets that do not necessarily own companies. The state considers more from the value of assets, rather than control. So I think the next step should be how to really do not exist state-owned enterprises, but there are state-owned assets.
