鹤城区是湖南省怀化市的唯一主体城区,位于湖南西部,偏远山区。全区辖7个乡镇、7个街道和l个旅游度假区,总人口58万。鹤城的交通区位及经济带动力、辐射力和城市化水平在大湘西地区具有明显优势。“省直管县”财政体制改革后,作为以城带乡的偏远城区,鹤城区在市辖区财政体制框架下运行,在同类市辖区体制运行中具有一定代表性。研究和剖析鹤城区财政运行现状,对全省尤其是后发展地区市辖区财政发展和管理改革都具有典型意义。
Hecheng District, Huaihua City, Hunan Province is the only main city, located in western Hunan, remote mountainous areas. The district administer 7 towns, 7 streets and 1 tourist resort, the total population of 580,000. Crane traffic location and economic power, radiation and urbanization in the greater western region has obvious advantages. After the reform of the financial system, the city of Hecheng, as a remote urban area with a township and a city, operates under the framework of the financial system of the municipal district and has certain representativeness in the operation of the system of similar municipal districts. Studying and analyzing the current situation of the financial operation in Hecheng District has typical significance for the financial development and management reform in the whole province, especially in the post-development area.
