2008年12月17日,国务院总理温家宝主持召开国务院常务会议,研究部署促进房地产市场健康发展的政策措施。会议决定,按照法定程序取消城市房地产税。2008年12月21日,国办发[2008]131号文《国务院办公厅关于促进房地产市场健康发展的若干意见》明确:为进一步公平税负,完善房地产税收制度,按照法定程序取消城市房地产税,内外资企业和个人统一适用《中华人民共和国房产税暂行条例》。2008年12月31日,温家宝总理签署中华人民共和国国务院第546号令,宣布:1951年8月8日政务院公布的《城市房地产税暂行条例》自2009年1月1日起废止。自2009年1月1日起,外商投资企业、外国企业和组织以及外籍个人,依照《中华人民共和国房产税暂行条例》缴纳房产税。走过了58个年头的城市房地产税终于完成了自己的使命,退出了历史舞台。
