国务院《关于推进分级诊疗制度建设的指导意见》(下称《指导意见》)是继国家颁布《关于建立全科医生制度的指导意见》后一个关于全科医生制度具体性文件,标志全科医生制度进入一个全面实施阶段。本文度就分级诊疗制度下提高城市基层医疗卫生服务能力,保障基层医疗卫生服务质量,达到分级诊疗预期目标的要素进行分析。
The Guiding Opinions of the State Council on Promoting the Construction of a Hierarchical Medical Service System (hereinafter referred to as the “Guiding Opinions”) is a specific document on the general practitioner system following the promulgation of the Guiding Opinions on Establishing a General Practitioner System by the state, System into a full implementation stage. This article analyzes the factors that improve the ability of urban primary health care services, ensure the quality of primary health care services, and reach the expected targets of grading medical treatment under the hierarchical medical treatment system.
