维护农民工的权益已经成为和谐社会建设的一个重要内容,现有农民工养老保险的制度设计暴露出许多问题,它无法真正让农民工受益。本文对统账结合模式这一养老保险政策进行分析,指出现行的政策实际上是对城市政府利用强制性养老政策对农民工的一种侵害,它导致了农民工的权益受损。因此打破户籍歧视,建立一个低费率、宽覆盖、转接易的全国统筹的养老保险系统十分必要,中央政府必须起核心作用。
Maintaining the rights and interests of migrant workers has become an important part of the construction of a harmonious society. The existing institutional design of migrant workers’ pension insurance has exposed many problems and can not really benefit migrant workers. This article analyzes the old-age insurance policy with the combination of social-public-bank and public-sector insurance, and points out that the current policy is actually an infringement of migrant workers by the government using compulsory pension policy, which leads to the loss of the rights and interests of migrant workers. Therefore, it is necessary to break the discrimination of household registration and establish a national pension insurance system with low rates, broad coverage and easy transfer. The central government must play a central role.
