济南市委为了加强基层党校建设,于去年在全市基层党校开展了达标升级活动。他们从实际出发,合理地制定了达标升级标准。标准内容主要有党校领导班子、教师队伍、校舍、经费、教材、教学计划、教学制度和办学效果8大项,分为40多条指标,按百分制进行分解和量化。他们在制定标准时坚持了3条原则:一是坚持围绕全面提高党员素质为中心的原则,每项标准都要为轮训党员、培训基层干部、入党积极分子创造条件;二是坚持定性和定量相结合的
