1 问题 1.1 配套政策落实不够 一是地方政府对三项建设的经费配套政策落实不够。如宜春地区自三项建设实施以来,地、县、乡三级均没有很好落实199O年国家四部委的文件精神,“八五”期间资金配套比例为1:0、3:1、2:1.3,与文件要求的比例有一定差距;二是单位的内部配套建设落实不够。目前,不少项目建设单位的建房与装备不同步,装备与人才培训不同步,存在重建房,轻设备;重设备,轻人才的现象。 1.2 管理工作抓不够 一是对工程建设管理抓得不够,有些项目单位在建设过程中一味贪大求洋,不考虑服务范围大小、覆盖人口多少、地理环境优劣和地
