1999年,大庆油田改变了从前单纯追求原油产量持续稳产高产的状况,对开发战略做出了重大调整,制定出“高水平、高效益、可持续发展”的方针。本文论述了大庆油田在重组改制新形势下,应该紧密结合新的战略方针,建立新体制、树立新形象、谋求新发展。指出实现油田可持续发展的三个必要条件,即,建立新的管理体制和运行机制、坚持开源与节流、增收与降耗并举、搞好人才资源的开发与利用。提出了实施企业的跨国经营战略,鼓励我国一些有实力的企业集团与国外高技术企业、大型跨国公司合作发展,形成松散型的战略联盟,实现互惠互利。
In 1999, Daqing Oilfield changed the previous situation of pursuing steady and high output of crude oil in the past and made major adjustments to the development strategy and formulated the guideline of “high level, high efficiency and sustainable development”. This article discusses that under the new situation of restructuring and reorganization, Daqing Oilfield should closely integrate the new strategic guideline, establish a new system, establish a new image and seek new development. The author points out three necessary conditions for realizing sustainable development of oilfields, namely, establishing a new management system and operation mechanism, insisting on both open source and expenditure reduction, increasing both income and consumption, and developing and utilizing human resources well. Put forward the transnational business strategy of implementing enterprises and encouraged some powerful enterprise groups in our country to cooperate with foreign high-tech enterprises and large multinational corporations to form a loose strategic alliance and realize mutual benefits.
