2012年末各省异地高考政策的出台备受各界关注,此种重大行政决策事关国家教育民生之大计。因此,有必要对我国少数民族聚居省份的异地高考政策进行文本分析,并对少数民族聚居省份与其他典型省份的异地高考政策进行比较,以探究少数民族地区的异地高考政策设置的门槛相对较高的原因。少数民族地区此类重大行政决策的制定与实施,理应受到民族区域自治原则、合法行政原则与利益衡量原则的具体指导,如此方能全面贯彻国家的民族政策,从而真正实现教育公平。
At the end of 2012, the introduction of the college entrance examinations in different provinces has drawn much attention from all walks of life. Such major administrative decision-making relates to the national education and livelihood plans. Therefore, it is necessary to make a textual analysis of the college entrance examination policies inhabiting the provinces inhabited by ethnic minorities in our country, and to compare the policy of college entrance examination in different provinces inhabited by ethnic minorities and other typical provinces in order to explore the relatively high threshold of policy setting for college entrance examination in minority areas s reason. The formulation and implementation of such major administrative decisions in ethnic minority areas should be guided by the principles of regional ethnic autonomy, lawful administration and interest measurement so that they can fully implement the national policies of ethnic groups and truly achieve education fairness.
