2003年6月,江苏省委、省政府做出了在全省开展“建设平安江苏、创建最安全地区”活动的决策部署,省公安厅党委主动服务大局、融入大局,要求全省公安机关抓住机遇、勇挑重担,努力在平安创建中奋发有为。2004年初,省公安厅党委又提出了着力打造情报信息、防控体系、破案攻坚“三大品牌”,加快建立应急反应和队伍长效管理“两个机制”的平安创建思路。经过一年来的创建已取得初步成效。
