目的比较2015年与2010年四川省级、市州级和区县级健康教育机构的组织管理与人力资源、业务开展等情况,为制定健康教育策略,促进健康教育工作提供科学依据。方法通过信访方式,向各级健康教育机构发放调查问卷收集相关资料,并将2015年与2010年资料进行比较分析。结果 2015年同2010年比较,全省健康教育机构人员增长40.38%,人员年龄趋于年轻化,同2010年比较,<35岁年龄组、35~岁年龄组所占构成比分别由27.75%、30.49%上升到34.05%、32.88%;区县级<35岁年龄组、35~岁年龄组所占构成比上升最为明显,分别由29.36%、30.21%上升到36.13%、34.35%;与2010年比较,各类宣传资料的种类均增长。2015年各级项目数量较2010年增长29.92%。区县级健康教育机构开展的国家级及以下项目数量增长明显,分别增长104.35%、81.48%、41.18%和41.67%。2015年经费总额较2010年增长200%,财政经费在健康教育经费中所占比例由56.91%增长到79.55%。结论健康教育工作的重视程度提高,需根据工作需求配置各项资源,提高各级机构人员素质与能力,以大众信息需求方式为导向,拓展基层力量,提高全省健康教育工作水平,促进社会进步。
Objective To compare the organizational management, human resources and business development of health education institutions in Sichuan province, city and county level in 2015 and 2010, and to provide a scientific basis for formulating health education strategies and promoting health education. Methods By means of letters and visits, relevant materials were collected from the health education institutions at all levels to collect the questionnaires, and the data of 2015 and 2010 were compared and analyzed. Results Compared with 2010, the number of staff in health education institutions in the province increased by 40.38% and the age of staff tended to be younger. Compared with 2010, the proportions of <35 years old and 35 ~ 30.49% to 34.05% and 32.88% respectively. The proportion of the age group of 35-year-old and 35-year-old in district and county level increased most significantly from 29.36% and 30.21% to 36.13% and 34.35% respectively; In comparison, the types of promotional materials have all increased. The number of projects at all levels in 2015 increased by 29.92% over 2010. The number of state-level and below projects carried out by district health education institutions increased significantly by 104.35%, 81.48%, 41.18% and 41.67% respectively. In 2015, the total funding increased by 200% over 2010, while the proportion of financial funds in health education increased from 56.91% to 79.55%. Conclusion Health education should pay more attention to resources, allocate various resources according to work needs, improve the quality and ability of personnel at all levels, take the information needs of the public as a guide, expand grassroots power, improve the level of health education in the province, and promote social progress .
