无证行医具有两种类型:一类是国家正规医药院校毕业,认可执业医师资格的。其中包括社会办医不包分配或停薪留职办医的,或由各级各类医疗机构退下来的医务人员。但他们受过正规院校培养,且又掌握不同程度的医疗专业技能和临床经验,有些可能是些知名专家,由于受规划设置的限制暂时领不到医疗机构执业许可证。他们的从医,虽然影响整个区域卫生资源配置,但是给社会和人民群众身体健康带来的负面影响较小。另一类是非正规医药院校毕业的,包括各种短训班、进修班、说他不懂也懂一些,说懂一些只知其一不知其二;还有的自称有“祖传秘方”、“包治百病”的游医药贩。这一类对社会影响极大,是我们讨论的重点,主要表现在以下几个方面:
