影响社会治安不稳定的因素日趋多元化。严打斗争只能在一定程度上缓解一定时期内社会治安的严峻态势，而不能真正做到釜底抽薪。只有把稳社会治安的脉搏，使那些不稳定因素尽在掌握之中，创建安定良好社会环境的工作才可能变被动为主动。
The factors that affect the instability of social order are increasingly diversified. Striking hard at fighting can only ease the grim situation of public order in a certain period of time to a certain extent, and can not really make drastic changes.
