加快旅游业发展在我国未来经济发展战略中占有重要地位,特别是西部旅游业发展已成为西部大开发的战略重点之一。本报告以西部大开发为背景,分析了加快西部旅游业发展的必要性、可行性及目前存在的问题,在借鉴国内外经验的基础上,提出了政府支持西部旅游业发展的应有职责和作用,并探讨了相关的财税对策,认为政府应当从政策法规建设、基础设施投入、旅游资源和生态保护、整体旅游形象宣传、旅游发展规划以及提供必要便利条件六个方面引导、支持西部旅游业发展。
Speeding up the development of tourism plays an important role in our country’s future economic development strategy. In particular, the development of tourism in western China has become one of the strategic priorities for the western development. Taking the development of the western region as the background, this report analyzes the necessity and feasibility of accelerating the development of western tourism and the existing problems. Based on the experiences of other countries at home and abroad, this report proposes the due responsibilities of the government in supporting the development of tourism in the western region. And discussed the related fiscal and taxation measures, and considered that the government should guide and support the development of western tourism industry from six aspects including the construction of policies and regulations, investment in infrastructure, tourism resources and ecological protection, the promotion of overall tourism image, the planning of tourism development and the provision of the necessary facilities development of.
