在《云南电网公司关于成立信息机构的通知》中对信息中心的功能定位是:公司信息化管理的执行机构,是公司信息化的支撑和服务平台,负责为公司信息化工作提供技术支持与技术服务。结合这一功能定位,信息中心情提出了“三二一”的创先工作思路,即:通过“三化建设”强化“两个能力”达成“一个目标”。具体来说,“三”是指管理精益化、方式信息化、队伍专业化;“二”是指提升信息服务能力和信息技术能力;“一”是指创建南网先进的省级信息中心。通过自身创先,为云南电网公司全面创先做好支撑和服务。
