为了配合《中华人民共和国海洋环境保护法》、《中华人民共和国海洋石油勘探开发环境保护条商》和《中华人民共和国防止船舶污染海域管理条例》的贯彻执行,以及交流海洋石油污染防治技术方面例的科研、生产成果,中国海洋环境科学学会、中国气象水文海洋仪器学会和秦皇岛市环保设备厂共同商定,将于1986年5月20日左右在秦皇岛市召开《海洋石油污染与防治技术讨论会》。为了落实会议的准备工作,筹备组于1986年2月22日在大连召开了第二次会议。中国海洋环境科学学会付理事长万邦和付教授,中国气象水文海洋仪器学会理事长廖云和高级工程师、海洋局大连环保所史鄂候付所长、秦皇岛市环保设备厂刘文生厂长等筹备组成员参加了会议。会议讨论了《海洋石油污染与防治技术 In line with the “People’s Republic of China Marine Environmental Protection Law,” “People’s Republic of China offshore oil exploration and development of environmental protection business,” and “People’s Republic of China to prevent ships polluting sea management regulations,” the implementation, as well as exchange of offshore oil pollution prevention and control technology Scientific research and production, the Chinese Society of Marine Environmental Science, China Institute of Meteorology, Hydrology and Marine Equipment Qinhuangdao City Environmental Protection Equipment Factory agreed to be held on May 20, 1986 in Qinhuangdao City, “Marine Oil Pollution and Prevention Technology Symposium” .
