中国共产党一贯高度重视党内民主建设,建党以来,逐步形成了自己相应的制度特色,这就是以民主集中制为架构的党内民主制度。党内民主是在民主集中制框架内展开的民主,而不是建立在自由主义和个人主义基础上的民主。刘少奇曾指出,自由主义和极端民主不是我们所需要的,任何时候对党都是有害的。我们党内的民主生活,是不妨碍集中制的,相反的,是加强集中制,加强党的纪律,并且使党的纪律成为自觉的纪律。因此,党内的民主制度建设必须体现民主集中制的要求。
Since the founding of the party, the CPC has always attached great importance to the building of inner-party democracy and gradually formed its own institutional characteristics. This is the system of inner-party democracy based on democratic centralism. Intra-party democracy is democracy initiated within the framework of a democratic centralism, not democracy based on liberalism and individualism. Liu Shao-chih pointed out that liberalism and extreme democracy are not what we need and are harmful to the party at any time. The democratic life within our party is without prejudice to centralism. On the contrary, it is to strengthen the centralized system, strengthen the party’s discipline, and make the party’s discipline a conscious discipline. Therefore, the building of a democratic system within the party must embody the requirements of democratic centralism.
