With the rapid development of industries and agriculture, the development of water resources has been gradually stepped up. As a result, the problem of water scarcity has been aggravated, which in turn has made it impossible to make good use of water resources. Therefore, ensuring the effective utilization and development of water resources is of great significance to promoting its sustainable development. This article explores the necessity and significance of the effective utilization and development of water resources, introduces the problems in the development and utilization in detail, and puts forward some measures to strengthen the overall utilization of water resources.
