在对现行森林资源规划设计调查(简称二类调查)所涉及的法律法规进行阐述的基础上,提出了二类调查法律法规的错位和缺位问题,这一问题导致二类调查工作面临重重困难,主要表现在部门行为引发的协调困难,经费问题引发的质量隐患,政府需求引发的数据失真,奖惩不清引发的工作滞后等方面。并对如何解决这些问题,确保二类调查的顺利进行提出了建议。
