当前,我们正处在一个急剧变化的时代,变化给人们的生活带来了巨大的冲击。处在从计划经济走向市场经济的这样一个社会转型期,大到整个国家的产业政策,小到个人的日常生活,无不在面临巨大挑战的同时,又面临社会转型所带来的无限机遇。目前,就业不足已成为影响中国经济发展的重大问题。从1998年至今,对扩大就业问题,无论是政府、经济学界,还是关心社会发展的各阶层人士都给予了极大的关注,提出了各种各样的应对措施,并作了大量实践的探索。今日,在我国“入世”大局已定的“十五”开端之年,对这一问题作一个综述性的、全面的审视,让我们各地方的领导决策者们有一个清晰的认识,是一件极具积极意义的事。
At present, we are in a period of rapid change. The change has brought tremendous impact on people's lives.
