2011年5月26日,教育部党组会议审议并原则通过《国家开放大学建设方案》,标志着我国远程开放教育进入新的发展阶段。开放大学提供的教育是基于资源的教育,拥有非常丰富的、能够主动适应社会教育需求和各类社会成员越来越多样化、越来越个别化的终身学习需求的优质学习资源,是开放大学向社会提供高质量教育、有效肩负起自身在我国构建终身教育体系、建设学习型社会中使命的根本保障。构建开放大学学习资源体系,因此成为当前一个重要的实践课题。学习资源设计,无疑是这个课题的一项主要研究内容。为了推动对开放大学学习资源设计的特点与规律做进一步的深入研究,2011年6月27日,中央广播电视大学文法学院和《中国远程教育》杂志举办了以“开放大学学习资源设计:理论与实现”为主题的“中国远程教育教师论坛”。论坛重点聚焦的问题包括:开放大学的学习资源设计应秉持怎样的理念、思路与实现路径;学习资源设计应关注哪些要素,如何处理各要素之间的关系;优质学习资源的内涵是什么,应如何设计与实现;如何以学习资源的设计与实现,推动教学模式与学习模式的变革;如何克服学习资源设计与实现的相关制约因素,等等。参加论坛并做主题发言的教师共12人,分别来自中央广播电视大学、福建广播电视大学、天津广播电视大学、青岛广播电视大学和西安广播电视大学。论坛由中央广播电视大学文法学院副院长郭宏扬、《中国远程教育》杂志总编辑冯琳主持。中央广播电视大学教学资源管理处处长杨孝堂、教育部财政部网络教育数字化学习资源中心建设项目办公室主任单从凯作为论坛特邀专家出席本次论坛并作学术点评。青岛广播电视大学校长黄同华在论坛开幕时致辞,中央广播电视大学副校长、本刊主编严冰作论坛小结。此次教师论坛综述分两期呈现。
On May 26, 2011, the Party Group Meeting of the Ministry of Education reviewed and approved in principle the “National Open University Program”, marking a new stage of development of China’s distance and open education. Open University provides education based on resources education, has a very rich, can take the initiative to adapt to the needs of social education and all kinds of social members more diverse, more and more individualized life-long learning needs of high-quality learning resources, Open University To provide the community with high quality education, effectively shoulder its own in our country to build lifelong education system, building a learning society in the fundamental guarantee. The construction of open university learning resources system has become an important practical issue. Learning resources design is undoubtedly a major research topic of this subject. In order to promote further study on the characteristics and laws of the design of learning resources in Open University, on June 27, 2011, the School of Arts and Laws of China Radio and Television University and China Distance Education magazine held “ With the realization of ”as the theme “ China Distance Education Teachers Forum ”. The Forum focuses on the issues include: Open University learning resources design should uphold what kind of ideas, ideas and realization of the path; learning resources design should focus on what elements, how to deal with the relationship between the various elements; What is the content of high quality learning resources should be How to design and implement; how to promote the design and implementation of learning resources to promote the transformation of teaching mode and learning mode; how to overcome the related constraints in the design and implementation of learning resources, and so on. A total of 12 teachers attended the forum and delivered keynote speeches respectively from the Central Radio and Television University, Fujian Radio and Television University, Tianjin Radio and Television University, Qingdao Radio and Television University and Xi’an Radio and Television University. The forum was hosted by Guo Hongyang, vice dean of the School of Arts and Law of the China Radio and Television University, and Feng Lin, editor-in-chief of China Distance Education magazine. Yang Xiaotang, Director of Teaching Resource Management Department of China Central Radio and Television University, and Director of Office of Construction Project Office of Digital Education Resource Center for Network Education under the Ministry of Education attended the forum as a guest expert and made academic comments. Huang Tonghua, president of Qingdao Radio and Television University, delivered a speech at the opening of the forum. Yan Bing, vice president of China Radio and Television University and Yan Bing, chief editor of the journal, made a summary of the forum. The teacher forum review presented in two phases.
