我国改革目前面临的五个重大课题: 一、农业的经营机制如何改革?要提高农业劳动生产率,除了增加农业投入和“科技兴农”外,关键是对农业采取什么样的政策和机制。二、国家和企业究竟建立什么样的关系,即规范化的企业经营方式是什么样的?如何提高工业企业的劳动生产率?怎样改变工业生产的速度效益型和规模效益型,变外延扩大再生产为内涵扩大再生产? 三、我国到底实行什么样的财政体制,即中央与地方、国家与企业建立什么样的关系?
The reform of our country currently faces five major issues: First, how the reform of agricultural management mechanism? To improve agricultural labor productivity, in addition to increasing agricultural investment and “science and technology to agriculture”, the key is what kind of policies and mechanisms for agriculture. Second, what kind of relationship between the state and the enterprise is established, that is, what kind of standardization mode of operation of the enterprise?
