According to the nature, characteristics and teaching purpose of primary language subject, the outline puts forward three principles and four methods for the arrangement of primary school language. The three principles are: (1) the principle of cultural unity, (2) the principle of conformity with the law of Chinese learning, and (3) the principle of gradual and orderly progress. Four methods are: ① literacy proposed mastery and do not grasp the two requirements to increase reading, ② arrange three kinds of text to develop self-learning ability, ③ arrange a comprehensive basis
