在全球金融危机影响至深的特殊背景下召开的十一届全国人大二次会议备受瞩目。贯彻落实积极财政政策、保持经济平稳较快发展成为代表们热议的焦点。财政部提交的《关于2008年中央和地方预算执行情况与2009年中央和地方预算草案的报告》较为详细地阐述了积极财政政策的内涵和着力点,并提出了相应的政策措施和收支安排。各地财政部门又将如何落实呢?本期专题约请了来自财政系统的19位全国人大代表,畅谈贯彻落实积极财政政策的做法及措施,敬请垂注。
The second session of the 11th NPC held in the special context of the profound impact of the global financial crisis has drawn much attention. The implementation of the proactive fiscal policy and the steady and rapid economic development have become the hot topics for delegates. The report on the implementation of the budget of the central and local governments and the draft of the central and local governments in 2009 submitted by the Ministry of Finance in more detail elaborated the connotation and focus of the proactive fiscal policy and put forward the corresponding policies and measures and the arrangements for revenue and expenditure . How will this be implemented by the financial departments in all parts of the world? In this special issue, 19 representatives of the NPC from the financial system were invited to talk about the practice and measures of implementing the proactive fiscal policy.
