过去我们农民不管多么勤劳,仍然不得温饱,为什么?这是由于有两个最凶恶的敌人,来直接危害农民,第一个是封建地主,他们用高利重租等方式,把农民血汗换来的果实,大部剥削而去。第二个是生产上的自然敌人,也就是水旱虫灾,往往在庄稼生长茂盛尚未收获以前,给农民一次重大的打击,使农民得不到收成。现在由于中国共产党和毛主席的正确领导,农民已经获得了解放,在土改完成的地区,固然治灭了封建地主阶级,即在暂不土改的地区,也因经过了双减、反霸、废债等等斗争,大大地削弱了恶霸和封建地主的反动力量。因此第一个为害农民的敌人,在部分地区已经基本上打倒了,另一部分地区受到严重的打击。但是要进一步的改善农民的生活,提高农业生产,除继续彻底消灭封建外,对于为害农民的自然敌人,也必须彻底消灭。这就是我们人民政府所以号召并且实行消灭水旱虫灾的基本道理。

This is why our people’s government calls for and implements the basic principle of eliminating water and soil pests and diseases.
