Relevant domestic experts recently pointed out that China’s fertilizer industry faces seven major problems after its accession to the WTO. Compared with developed countries, there is a huge gap in the domestic fertilizer industry. These problems are highlighted in the following aspects: 1. Insufficient effective capacity and more serious structural surplus. China’s total output of chemical fertilizers has been quite large. Since the state stopped importing nitrogenous fertilizers in 1997, nitrogenous fertilizers have basically met their needs and phosphorus and potassium imports still account for a considerable proportion. Although the total amount of nitrogen fertilizer is very large, if the import is liberalized, the import volume will inevitably rise sharply, and the effective capacity of domestic nitrogen fertilizers still remains insufficient. The large number of imported phosphate fertilizer varieties is also a high concentration variety with insufficient capacity in our country. Statistics by the relevant state departments, the proportion of annual import of fertilizers are between 15% -35%. In 2000, the total amount of fertilizers applied in China totaled 41.
