一、引言 兴建水库是发展水利事业必须的设施,60多年前建筑水库多数是一元性的目的,如仅为都市给水或为灌溉二元性目的之水库少见,1930年后,建筑水库渐渐以发展水利方面多目标为准则。例如为了防洪航运,水力发电灌溉……甚至有关人民的娱乐与养鱼等为目的者。就纯水利的目的而言,虽然水库建筑达到了它的目的,可是在其它方面,亦引起了许多问题,
I. INTRODUCTION The construction of reservoirs is a necessary facility for the development of water conservancy. Over 60 years ago most of the construction reservoirs were a one-dimensional goal. For instance, only reservoirs for urban water supply or for irrigation duality were uncommon. After 1930, construction reservoirs gradually developed Multi-objective water conservancy guidelines. For example for flood control, hydropower irrigation ... even for the purpose of people’s recreation and fish farming. For the purpose of pure water conservancy, although reservoir construction has achieved its purpose, it has also caused many problems in other aspects.
