中央城镇化工作会议提出,建立空间规划体系,推进规划体制改革,加快规划立法工作。城市规划要由扩张性规划逐步转向限定城市边界、优化空间结果的规划。经过多年发展,我国空间结构不平衡的问题逐渐显现出来。例如,过度开发所导致的资源紧张及生态、环境问题,城乡发展的不平衡,快速的城市扩张所导致的大量耕地损失,人力资本向发达地区的单向流动等。
The Central Urbanization Work Conference proposed to establish a space planning system, promote the reform of the planning system and speed up the planning and legislative work. Urban planning should be gradually shifted from expansionary planning to the definition of urban boundaries and the optimization of spatial outcomes. After years of development, the issue of imbalanced spatial structure in our country is gradually emerging. For example, resource shortage and ecological and environmental problems caused by overexploitation, the imbalance of urban and rural development, the massive loss of arable land due to rapid urban expansion, and the one-way flow of human capital to developed areas, among others.
