广西百色市靖西县湖润镇是一个与越南交界,和崇左市毗邻,交通便利、地势复杂的大镇。该镇蕴藏着丰富的锰矿资源,是广西“锰三角”中重要的一角,锰矿产业是该镇的品牌企业之一。但私挖乱采现象严重,曾经使当地群众苦不堪言。私挖乱采过后的山基本上已经算是“废山”了,因为牛羊上去不小心会掉到矿井里面摔死,人上山去也有可能不小心掉进去。“我家的牛有一次没有看好,到矿山去了就没再回来,也没敢去找,怕人去找人也回不来了。”这是一位生活在矿区附近村庄的老大爷告诉笔者的。据统计,镇里共有大小私矿主300个左右,损害公路大概50多公里,影响农田正常生产约有80亩。
