根据党的十六大和十六届四中全会精神,中共中央下发了[2004]20号文件,决定从2005年元月开始,用一年半左右的时间,在全党开展一次以学习实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动。集中教育活动具有一定的意义,但是怎样以这次集中教育活动为契机,站在提高党的执政能力的高度,巩固成果,把保持共产党员先进性具体化、经常化、制度化,进而构建一个长期起作用的长效机制,显得尤为重要和急迫。
