首办责任制是各级检察机关有关部门依法及时妥善处理控告申诉案件,把问题解决在首办环节的一种责任制度。自其推行四年多来,取得了良好的社会效果。但目前在实施过程中还存在着思想认识、工作措施、监督不力、队伍素质等方面的诸多“瓶颈”。本文试从实际工作出发,针对首办责任制实施过程中遇到的问题谈谈对策。 The first responsibility system is the responsibility of the relevant departments of procuratorial organs at all levels to promptly and properly deal with complaints and appeals in accordance with law, and solve the problems in the first round. Since its implementation for more than four years, it has achieved good social effects. At present, however, there are still many bottlenecks in ideological understanding, work measures, ineffective supervision and team quality. This article tries from the practical work, in view of the problems encountered in the implementation of the responsibility system in the first place to talk about countermeasures.
