一九七七年五月,第三十届世界卫生大会提出,世界卫生组织和各国政府卫生工作的主要目标是:“二○○○年人人健康”(或二○○○年人人享有卫生保健)。次年九月,在苏联哈萨克首府阿拉木图,由世界卫生组织和联合国儿童基金会召开的国际初级卫生保健会议上进一步指出:初级卫生保健(Primary Health Care)是实现上述目标的关键。初级卫生保健不是低级卫生保健,而是指:最基本的,必不可少的,人人都能得到的,体现社会公正,人人平等的,人民群众和政府都能负担得起的卫生保健服务。“它是个人、家庭和社区同国家卫生系统保持接触,使卫生保健深入人民生活与劳动的第一步”。初级卫生保健包括预防、治疗、康复、卫生宣传、安全饮水、食品营养、精神卫
